Union demands early construction of JNV building
ITANAGAR, Jun 03: Highlighting the various problems faced by the students of JNV, Nafra due to inordinate delay in completion of the permanent school building, All Sajolang (Miji) Students’ Union, in a memorandum, has demanded the West Kameng Deputy Commissioner to instruct the executing agency to complete the construction work immediately. The Nafra JNV, which was established in 2005, is presently functioning from a rented building, the students’ union informed.

A team of officials led by Ruksin SDO (C) Y Tayeng today swung in action to remove the fencing, iron post and other structures from the government land. The authority however, has not booked any person in charge of encroaching government reserve land at the portion.
The SDO said that some unknown persons, who are trying to occupy the land through unfair means erected unauthorized fencing and other structures in the government land. He said the unscrupulous, taking advantage of busy schedule of the government officers during panchayat election, made encroachment at the power hoses site.
Taking a serious note on the unfair practices of encroachment of government land in Ruksin and Pasighat township, the SDO blamed the irresponsible role of the government employees for such illegal practices.
“The state government should formulate strong policy against the encroachers to discourage such immoral and unlawful practices”, the SDO said.
It is worth mentioning that Ruksin Area Youth Front has been moving the local administration to make the government land in and around Ruksin township free from encroachment.

The trip was organized by department of Information and Public Relation, Govt of Arunachal Pradesh and was coordinated by their Sikkimese counterpart. The press team was joined by officials of IPR dept.

Sikkim and learn about its development model. The visit to famous Nathula pass showed
us how cross border trade is helping to build better relation between India and China.

SIC indicts former minister for corruption

However, according to findings of the SIC team, the said project never materialized at Dirang and the money meant for the purpose was siphoned off by the then Horticulture Minister in connivance with officials of the department.
Acting on complaint lodged against irregularity of the said project, Comptroller and Auditor General of India in 2008 had ordered for an ‘special audit’ according to which the state Accountant General constituted a special audit team to verify the performance/execution of field works by Horticulture Department in 6 of the 16 Districts in which West Kameng also figured.
The audit team accordingly inspected and found the project to be a ‘failure’ and the earmarked site lay barren without any orchid plants nor other installations or activities. Unable to provide any supporting documents or evidences for the failure, project Horticulturist said that the project had been damaged by ‘cyclone’. The stand was supported by the then Horticulture Director in his reply to Accountant General in November 2009.
Further, another ‘cover up’ inspection was also ordered at the project during Jan/Feb
2010 ascertaining the existence of COE at Dirang to protect officials of the department
and politicians involved in execution of the project. However, from the information
received from offices of Dirang Additional Deputy Commissioner and Disaster Management
Director, Itanagar no any report of cyclone damage from neither Dirang Horticulturist
nor DHO Bomdila had been received during 2004-
The SIC report also pointed out that instead of West Kameng District Horticulture Officer receiving the fund, the same was received by Dirang Horticulturist and project implemented at behest of former Horticulture Minister Tsering Gyurme with ulterior motive for personal gain. Further, the payments made to the executing agencies were also firms of the said minister and his kiths and kins. The report also spelled out that the said former minister had been the Horticulture Minister during which the scam occurred and the gravity of corruption in other 15 Districts of the state during his tenure still remains to be unearthed.

Dharna unnecessary, says SUN
ITANAGAR, Jun 03: The members of Arunachal Civil Society (ACS) today staged peaceful dharna in front of NERIST gate to register protest against alleged violation of the Recruitment Rules by the NERIST authorities. The members also reiterated their demands for cancellation of all appointments made against the reserved quotas for the APSTs as per roster and filling up the same posts with APST candidates.
Alleging anomalies in recruitment process, ACS also questioned why the interview for the posts of registrar, deputy registrar and assistant registrar and assistant workshop supervisor was conducted in Guwahati instead of NERIST or Itanagar ?
Other demands of the ACS include immediate filling of all the backlog posts by the APST candidates only and termination of service of the laboratory assistant/ helper.
Meanwhile, the Students’ Union of NERIST (SUN) has opposed the dharna staged by the Arunachal Civil Society (ACS) at NERIST today saying that issues related to the institute have already been taken up by the All Arunachal Pradesh Students’ Union (AAPSU) after the April 24 meeting with representatives of the NESO, the Alumni Association of NERIST, SUN, NERIST faculty representatives, the institute’s staff union and the NERIST authority.
Following the meeting, a committee was formed to find the facts of the SUN’s demands, SUN president Gyandhi Lapung stated in a press release.
‘The ACS has raised several issues, most of which has not an iota of truth,’ he said, adding that the ACS should refrain from creating confusion among the students by staging unnecessary dharnas since the case is ‘on the verge of being settled.’
The NERIST authority ‘has already taken the initiative to reserve 45% of Group C and D posts, as per the GoI guidelines, and approval is awaited from the MHRD,’ he said.
‘From 2005 onwards, 7 from the state out of 12 personnel have been absorbed in the institute, which is 58.33 % of recruitment. The issue raised by the ACS regarding recruitment of 5 officers during 2012 has no basis as the recruitment was done in a transparent manner,’ Lapung said.

36th Bn CRPF celebrates raising day
ITANAGAR, Jun 03: The 36th Bn of Central Reserve Police Force (CRPF) deployed at Khonsa in Tirap district celebrated its 45th raising day at battalion HQs, Khonsa and COY locations.
To mark the occasion, various sports event, patriotic music competition among school children from various schools of Tirap and Longding Districts were conducted. A cultural programme was also organized in the evening in which District Administrative and other police and force officers were present.
In his speech, B.C.Sharma, Commandat 36 Bn lauded the patriotic sprit of school children as they enthusiastically took part in the programs. He distributed essential utility items like acquaguard, water filter , mosquito net etc. to the participating schools.
The 36 Battalion of CRPF was raised on June 1, 1968 after merger of 2nd Bn PAC.
Till 2012 this Bn was under Bihar Sector Group Centre at Mokamaghat and in 2012 after rationalization of Battalion this Bn is now under Adm control of North East Sector Group Centre at Khatkhati and OPS control under IG (OPS) Jorhat & DIG (OPS) Dibrugarh.

We used to drink and smoke the whole day and create nuisance sitting by the road side. After this training, I have realized that we had chosen the wrong path. The training has helped us come out of our bad habits and now we aspire to lead a constructive and productive life,”
shared one of the participants from Roing, who wished not to be named, in front of a gathering that included MLA of Roing Laeta Umbrey.
“We have learnt a lot of positive things from the training. From travelling from
Roing with members of another local gang, to adjusting with all kinds of people to
rigorous schedule, it’s has been very challenging to cope with the demands of training.
Initially I felt like running away from the training, but slowly I started feeling
different from inside. I have been a chain smoker and drinker for many years. But
in just three days of the training, I am able to control my urge. I am confident
that this training will turn around my life,” added another youth, who heads another

“My life was totally directionless. There was only chaos and confusion. Not knowing how to handle it, I resorted to drinking and I became an addict. I even discontinued my studies. The YLTP has given a new direction to my life and there is clarity in my mind now. I have already given up my habits, shared Kampu Rehe from Roing.
“I have totally come out of addiction to alcohol, ganja and gutka. I also used to steal money from my mother every morning to indulge in my addictions. The YLTP has helped me get rid of these four bad habits,” said Krishna Tamang from Seppa.
“I was addicted to gutka for last six years and I came to training with 100 packets of Tiranga secretly packed in my luggage. Now I have totally come out of the addiction,” confessed Asha Kkumari from Khonsa.
Apart from these transformations, many participants reported overall growth in their personality. They talked about rising confidence level, improved concentration and focus and ability to face challenges positively. Many also reported improvement in their health conditions.
“I used to suffer from severe breathing problems. I couldn’t walk at all. But after learning the breathing techniques, my breathing problems have completely vanished,” shared Meku Lingfa from Seppa.
The stories of transformation was so touching that Umbrey offered to financially support further training of the Roing group to help them sustain the transformation.
Addressing the gathering, he expressed happiness that members of two dreaded groups of Roing have been given a chance to make a new beginning. He urged the youth to remain committed to what they have learnt during the training and act as role models for others, reminding them of the challenges they will face when they get back to the tempting surroundings back home. He lauded the effort of the Art of Living to train youth from all over the state and requested the NGO to do everything possible to deepen the transformation.
Responding to the request, Rajaque Rahman of the Art of Living assured the gathering that further programmes including vocation and life skills training will be conducted for the YLTP graduates.
Designed by Sri Sri Ravi Shankar, YLTP combines breathing techniques and meditation with leadership skills and human values training. The youth were also trained in physical and mental fitness, personality development, leadership and communication skills, public speaking and vocational training.
“What the programme does is to create physically strong, mentally alert and morally responsible individuals who are ready to cross all their comfort zones and become role models for others,” says Mitra, a senior faculty of the Art of Living. “We want to empower the youth of Arunachal Pradesh through this training programme,” she added.
Listening to the experiences of the participants, one can easily conclude that the seed has been sown. “The workshop has boosted my enthusiasm and confidence level so much so that I can face the world.
Before the course, I was so shy that I couldn’t face even my friends.
The most important thing I learnt from the course is how take responsibility and mange time,” said Rupali Taijong from Changlang.
During the training, Mount Everester Tine Mena and Inspector General of Police (Prison) J K Shamra also motivated the trainees to give their best and grab the opportunity for transformation with both hands.
Tine shared her inspiring story of overcoming all challenges to conquer her dream of climbing the Everest.
Sharma urged the trainees to develop their core competencies and learn teamwork. Swami Alexendar Luthra, a faculty of the Art of Living from Holland also conducted many sessions during the training.

Dr Techi Upen Tara, Divisional Secretary of RSS highlighted the various welfare activities undertaken by the organization during times of disasters and normal times throughout the country.
Two students, namely Taka Sippi and Tanot Raji were felicitated for performing well in class 12th and qualifying in NERIST examination respectively.
The Camp was attended by students from various remote villages of the district.

Truth cannot be hidden by mere explanation in media
Dear Editor,
It seems that Mr. Bamang Tago has given a befitting reply to former MP Mr Kiren Rijiju apropos his article "Ignorance is the last excuse for getting cheap publicity". But what about the opinion of Aam Admi of this state? Their opinion is the ultimate fact as we, the Aam Admi don't take side of anyone but of the truth.
I feel that this article was an effort to misguide "the Aam Admi" with facts and statistics. Here, I said "an effort" because we live the statistics and facts in our life and that cannot be overshadowed by a mere bookish data. The way that article ignored or tried to nullify the rising crime in state by comparing with other state is indigestible. Sir, may you also like to compare our revenue earnings and developmental works with those states? I am sure you must be aware of the legendary developmental works taken up by Nitish Kumar Govt in Bihar.
It was mentioned that Arunachal is prospering as lots of traders or investors are increasing day by day; spectacular economic growth and higher per capita income (PCI) against national PCI. I wonder where should go find the positive effects of these achievements? Being a ordinary citizen myself, I live with the people and I have seen that, in real life, the poor people are same as they were before. I have not observed any substantial increase in per capita income (PCI). People are still struggling to give their children a well deserved education. Schools are in ruins and only well do to families are sending their children to private institute leaving behind the poor people in destitute. They are sleepless, for their children have graduated and they don't know how they would provide them higher education in case they don't get a seat in lone University. However, let’s believe that PCI of the state and investors have risen. Perhaps, I could only think that the rich got richer thereby accounting for the rise in PCI, as we know in layman's word that PCI is the mean of all income and it doesn't necessarily mean that the income is equally distributed. These corrupted people having gulped down people’s money into their draconian belly need to spend and enjoy luxury for which traders are required and hence they get wooed. In nutshell, the difference between haves and haves not is tremendous and very threatening to the peaceful atmosphere that Arunachal is known for. Now as the economy has grown dramatically, it must have had good impact on basic amenities like Roads? Well, I guess there are no roads anymore in our districts, there are only Historical Remains of the Roads. As it was mentioned that Arunachal will host the second edition of International Tourism Mart of the country, why don't we also invite Fox History Channel to make a documentary on these great remains of Roads?
In the article the BJP government was criticized for its lackadaisical attitude towards Arunachal Pradesh, which, I would like to believe to be true. But then, I would be most impressed if this present govt sticks to Congress no matter whichever govt rules in the Center and proves that praise for the Congress was no joke.
I am not a political motivated person and I am not expert in language but I wrote what is reality and that, every single person I know believed. At the same time I plead our fellow citizens not to encourage your leader to practice corruption by seeking illegitimate personal benefits and to the leaders, please get inspired and do something great.

Last but not the least, I do strongly appeal to the state Govt for immediate action against culprits involved in firing incident in which an innocent leader received bullet injuries on 22nd May. I also strongly condemned the attack on the residence of ADC Chukhu Takar and damage of Govt properties by Congress workers and request the state Govt to book all the persons responsible for mob attack.
Lastly, before the end of the letter, I extend my sincere thanks to the officers of KurungKumey district for their untiring efforts to conduct the election successfully, particularly in Palin area.

Dear Editor,
This is in response to the comical act enacted by former MP Kiren Rijiju and Political
Secretary to CM Bamang Tago in the local dailies. My only advise to both is-
As per as political secretary to CM Bamag Tago is concern, he was the same man who took up PDS scandal case years ago and gave us ray of hope. But today he is defending a corrupt and weak government which can’t guarantee safety of its citizen. He is being paid to defend his boss, so we are not surprised. However I would like to tell both former MP and Political Secretary that we are no more fool. It’s an election year and therefore we can smell politics in both the articles. Please try some new method guys. We are bored of reading such useless articles. And yes, I am not really impressed with both the articles. Better luck next time, dudes.

Karnataka lags on maternal health
According to a new study for every 100,000 child births in Karnataka, 178 mothers
die, making its record for maternity deaths the worst in southern India and among
the worst in the country. The research report is an eye-
"Assistance from health providers is best in states like Kerala and Tamil Nadu, close to 100%; but in Karnataka, it is only 85%," says KNM Raju, an independent researcher who analyzed the data available from the National Family Health Survey and the Sample Registration System of the government of India.
Figures for the survey covering the states of Karnataka, Kerala, Tamil Nadu and Andhra Pradesh came also from the 2011 and 2001 census data.
A former head of department at the Population Research Centre, ISEC, Raju aims to soon publish the findings of his independent research to push the "Karnataka government into acting against the high maternal mortality rate."
"It is strange that a state that leads South India on most counts of development should be having such a poor maternal health record," says Raju.
